California Attorney General Rob Bonta conditionally approved the sale of St. Elizabeth Care Center in North Hollywood on October 2. The 52-bed nonprofit skilled nursing facility would transfer from Providence Health System – Southern California to affiliates of the publicly traded, for-profit Ensign Group.

What it means locally

The approval requires protections lasting seven to 10 years. The new owner must keep participating in Medicare and Medi-Cal, reserve at least 30% of skilled nursing beds for Medi-Cal beneficiaries, maintain sufficient direct-care staffing and employ a full-time licensed nursing home administrator. The conditions also address safe transfers and discharges, living space, rent increases and other financial arrangements, and require an attorney general-appointed compliance monitor. St. Elizabeth has served the community since 1964. Ensign has operated the facility since June 1, 2025, after receiving state approval to manage it; the announced decision conditionally approves the ownership transfer and does not itself establish a closing date.
